What is their position?
Brazil believes that CCS should be developed in another framework using specific financial mechanisms, funding and partnerships under the Framework Convention but not as an offset mechanism generating carbon credits for Annex I countries.
Lastly, Brazil states that CCS under the CDM would encourage the use of fossil fuels in developing countries, which would in the long term increase the existing technological gap between developing and developed countries.
